New Permit System Projected to Eliminate 38% of Alaska’s Halibut Charter Businesses beginning in 2011

Under the new permit system announced in January 2010 by the National Oceanic and Atmospheric Administration (NOAA), all Alaska halibut fishing charter boats will be required to carry a new limited entry permit in order to legally fish for halibut beginning in the 2011 season.

In order to qualify for a permit, businesses will have to prove that they made at least five halibut fishing trips in three random years – 2004, 2005 and 2008. Those that cannot show this usage in those years will be out of luck.

The NOAA has stated that the new regulations are necessary to restrict the amount of charter halibut fishing boats and prevent overfishing. However, based on IPHC 2009 Report, the Alaska sport halibut fishing industry’s harvest of 8.7 million pounds represents less than 13% of the total halibut harvested; by comparison, the commercial halibut fishing industry harvested 51.2 million pounds and represented 76% of the 2009 total halibut catch.

NOAA’s new regulations will significantly impact the charter boat industry. Opponents of the rules decry that the regulations are un-American and anti-free enterprise. Bob Howard, owner-operator of Sea Nymph Charter complains that the regulations are “in conflict with the American free enterprise system. It’s like saying if you weren’t running a restaurant in 2004 or 2005 and 2008, you’re out of business.”

Howard did not fish in 2004 or 2005 because he was investing $100k in upgrading his 32-foot Sea Nymph so he will not qualify for a permit. If Howard wants to continue in the business, he will be forced to buy a transferable permit. Several permits are for sale on both Craigslist and SE Alaska Guides Organization for $100k or more.

Several experts on Alaska fishing have commented that by making the permits transferable, they have created a windfall for those that were in the “right place at the right time” and qualify based upon the randomly chosen years of operation. A halibut captain getting ready to retire has likely just received a substantial retirement bonus through the market design of this program.

In any case, what is clear is that the new regulations will significantly change the halibut charter industry by reducing competition and, according to the 259-page Environmental Assessment & Impact Report, it will put almost 4 Alaska charter businesses out of 10 out of business. 327 businesses in regions 3A and 2C are not projected to qualify for permits, while 527 businesses will receive permits.

saltwater Salmon Fishing Lures: The Brighter The Better

One of the key factors in choosing saltwater salmon fishing lures is to stick to the bright and luminescent colors rather than sticking to the colors that the shad or baitfish normally display. Since saltwater fishing is typically done by using a trolling method, salmon fishing lures should dance and shimmer in the water, attracting the hungry fish to strike quickly on the bait and securely take the hook. The less brilliantly colored lures are great for fishing in fresh water and are often excellent for freshwater salmon fishing, but the salmon fishing lures for saltwater need to be colorful.

Using when using the trolling method and saltwater salmon fishing lures bait is also used. Bait can be minnows, worms, plastic worms or live worms, eggs or maggot larva. The choice of bait will largely depend on what the fish are hitting on as well as what is available at bait shops in the area. If you are fishing a new location spend some time talking to bait shop owners to find out what is ideal for the fish and the water conditions.

Some of the most commonly used salmon fishing lures include spoons, and the brighter the better. Silver or gold spoons with patterns or diagonal lines of bright blue, white, lime green, flame orange, brilliant yellow or even pink and bright purple work well. Avoid spoons with black, brown or other dark colors, stick to the highly visible colors. Spoons may either have a treble hook off the back of the spoon or they can have a single hook, often the size of the spoon combined with the type of bait that is to be used for trolling determines the best type of hook.

Plugs are also popular salmon fishing lures for saltwater. Plugs are short or long tubular looking plastic or wood lures that generally resemble the shape of a baitfish. Typically there will be

an exaggerated eye painted on the front of the plug and a single or series of two single or treble hooks attached to the belly. Often the treble hook is the second hook in the series allowing the fishing to be hooked with the single hook and then the treble hook is also set, providing security in keeping the salmon on the line. Plugs have been traditional salmon fishing lures for many generations and there are antique plug displays in many fishing museums and sports and wildlife exhibitions around the United States and Canada.

There are also bait rigs used on the West Coast of Canada and the United States that combine a spinner blade, beaded body for vibration and reflection in the water then a single hook followed by a treble bait hook. Typically herring, worms, shrimp or anchovies are then baited on the treble hook for a complete presentation for the salmon. These salmon fishing lures are gaining increasing popularity in large fresh water bodies of water as well.

When you fish in Sitka, you could also get to catch other varieties of fishes. Many people come back to the place for the great catches of halibut. On usual fishing trips, it is easy to catch halibut that would weigh around 50 or 60 pounds. If you are quite lucky though, you could even get to catch better specimens.

On better days, you might even get to catch halibut that would weigh as much as 100 pounds. They are pretty abundant especially in the deep waters of Sitka’s seas. Some people have even caught halibut that is over 300 pounds. Many people keep coming back to Sitka just to get a chance in catching a very heavyweight halibut.

Most people don’t consider fishing in Sitka Alaska because of the distance involved. If you live from the other states, you would really have to find some place to stay for your nights in Sitka. For the travelling fishermen, there are many fishing lodges in Sitka. These lodges offer many amenities and features that could compare with the best inns, so you could be assured that you can rest well on your stay in Sitka.
